Koutis Evangelos MD Msc is an Otolaryngologist Surgeon Director of the National Health System and maintains a private practice on the fourth floor of 24 Charilaou Trikoupi Street at the headquarters of the Medical Care of Ioannina. He graduated with honors from medical school and served as a rural doctor at the Metsovou-Meg. Peristeri health center, was trained in general surgery at the “G. Hadjikostas” General Hospital, in plastic surgery at the “Agios Savvas” General Cancer Oncology Hospital and in 2009 received the title of Medical Specialty in Otolaryngology - Head and Neck Surgery from the PGNI of Ioannina. At the same time, he served for 5 years as an instructor at the IEK EKAB of Ioannina and as a professor (Audiology, restorative audiology) at the Speech Therapy Department of the University of Ioannina.

Since then, he has been appointed as an assistant curator B for one year at the “G. Hadjikostas” General Hospital, as a curator B for 5 years at the Trikala General Hospital, while since 2017 he has been working continuously at the “G. Hadjikostas” General Hospital, now holding the rank of Director of ENT.

Holder of a Master's degree in "Rhinology and Rhinoplasty" from the Medical School of the Democritus University of Thrace with active participation in numerous conferences, workshops and educational courses related to ENT and facial plastic surgery. Responsible for the operation of the Allergy ENT Clinic of the “G. Hadjikostas” General Hospital. Hatzikostas" (investigation with prick tests and immunotherapy).

He has fifteen years of surgical experience with a wide field of activity. It includes surgery of pediatric ENT diseases (tonsils-tonsils-ventilation tubes, protruding ears), nasal surgery (functional rhinoplasty, endoscopic sinus surgery, septoplasty, conchoplasty), snoring, salivary gland diseases, ear surgery (tympanoplasty, otosclerosis), laryngeal diseases (treatments, polyps, nodules), neck surgery, epitheliomas-facial plastic surgery.

Since 2025, he has been a scientific associate - ENT surgeon at Thessalia General Clinic based in Larissa, where he has performed a large number of surgical procedures across the entire ENT range.
